Dragon Ball Z: Budokai Tenkaichi 2 (Dragon Ball Z: Sparking! NEO in Japan) expands upon the success of the original by drawing even more content from the Dragon Ball Z universe. The 50 playable fighters found in the first game has grown to 70, and after customizations, 120 characters are available for the player to choose. In addition, each character has multiple transformations. Goku has two separate Super Sayain forms that he can transform to.

There are 16 arenas, each roughly twice the size of those in the first game. The environments are totally destructible. You can turn a town into a wasteland or go so far as destroy the planet you are fighting on and continue to battle your opponent in the cosmos.

Fighting is similar to previous Dragon Ball Z fighting games, which includes traditional close quarters combat (but in the air) and long range energy blasts. The camera is said to be improved since the previous Dragon Ball Z: Budokai Tenkaichi game.
